Sexual Assault Prevention, Response and Recovery
The Mission of the Coast Guard Sexual Assault Prevention Response and Recovery Program is to eliminate sexual assault from our service, and to ensure that if it does occur, that we provide immediate and compassionate victim support; a responsive and intimidation-free reporting environment; timely, professional investigations; and accountability for those who commit this crime or who stand by and allow it to occur.
Unrestricted Report
Unrestricted reporting option via CG-6095, through SAPRR SARC, VAPS, Victim Advocate or CG Medical Officer. This option would be used by the service member to disclose to his or her chain of command that he or she is the victim of a sexual assault. This option provides for immediate formal investigation, as well as access to a full range of victim protections and resources such as: Civilian/Military Protective Order, CGIS/Law Enforcement Accompaniment & Support, SVC referral, Expedited Transfer request, SAFE kit Accompaniment & Support, Referrals to local and unit resources.
Restricted Report
Confidential reporting option via CG-6095 form, through either SAPRR SARC, VAPS, Victim Advocate or CG Medical Officer. Member can change report to Unrestricted (via CG-6095 form) at any time. Services offered: Special Victims’ Counsel, Counseling, Sexual Assault Forensic Kit, Victim Advocacy, and CATCH a Serial Offender Program login.

Cadets Against Sexual Assault (CASA) is a group of cadet volunteers who advocate for the best interests of cadets involved in sexual assault or harassment cases. Members conduct school-wide training on sexual assault. Not only do they facilitate mandated sexual assault training, but they perform volunteer work discussing current sexual assault statistics in the Coast Guard and other military services.
CASA works closely with the ‘It’s On Us’ campaign, which was launched at the White House in 2014. The goal of this campaign is to end sexual assault on all campuses across America.
Club members are committed to get as many cadets to take the pledge and commit to a safe academy environment.
Special Victims Counsel
Special Victims’ Counsel (SVC) are judge advocates that will zealously represent the interests of the victim throughout the investigatory and military justice processes. The main objective of an SVC is to provide legal representation to individuals eligible for military legal assistance and DHS/CG civilian employees who are victims of an alleged sex-related offense. SVCs empower victims by ensuring that clients understand their rights and options in military justice process so that they can make informed decisions.
SVCs provide independent advice and representation to the victim and report to the Chief, Office of Member Advocacy (CG-LMA). No one in a victim’s chain of command or the accused’s chain of command will influence an SVC in providing legal support to a victim.
SVCs establish an attorney-client relationship with clients and communications between an SVC and a client is treated as confidential and privileged.
SVC services are available to:
- Active-Duty members
- Retirees
- Reservists (when the offense was committed while on AD or in drilling status or if there is a nexus between the alleged offense and the reservist’s military service)
- Immediate family members (dependents) of Coast Guard members and retirees who are eligible for legal assistance pursuant to COMDTINST 5801.4F, Legal Assistance Program
- DHS/CG civilian employees
Sexual assault victims can contact their local Sexual Assault Response Coordinator (SARC) to make a request for SVC services.
